Police Initiative - San Francisco Citizens Protection Act

This is a great starting point. Thank you. Here are a few of my
first thoughts.

For now, I'm skipping the background and getting to the teeth of the
proposal, but at some point I would prefer to drop the court
references and make the slant a bit more positive. We are, after all,
proposing to free the police resources from babysitting tasks in favor
of the more serious stuff.

I see some possible points of resistance here:
- Parade organizers
- Retailers (shoplifting)
- Neighborhoods (who like their beat cops)

Is the wording too specific? Could we go with a more general "violent
crime, theft, and fraud" and list some specific public safety
exceptions?

The IT clause could be a real can of worms. Do we know anything about
their current IT systems? Are they really operating strictly by paper
and radio today? Is there anything planned, either independently or
by statewide mandate? What would the cost of implementation be? What
standards or guidelines must be adhered to?
