MOTION: Transparency and public input when voting by email

California Libertarians and Executive Committee members,

  Our party bylaws are unfortunately vague on the subject of
communication and Executive Committee voting by email (see relevant
Bylaw 12, Section 4 copied below). As currently written, they do not
provide adequate guidance to guarantee a transparent process for such
voting, nor do they require an ample opportunity for discussion and
public input on issues that are brought to our committee via email
before they are voted on. A key principle here is that ExCom voting
which takes place electronically should be no less open and
accountable to party members than votes taken at regular in-person
meetings.

  Therefore I move that the Libertarian Party of California
Executive Committee adopt the following as a standing resolution:
