MARA letters will fall into two categories: acquisition and retention.

Between now and the convention, acquisition letters will probably be
sent only to regLibs. After the convention, we may or may not test

The retention letters will, to start, be three different letters with
different pitches that basically say: Your membership will expire in
3 months, please renew now and save us the cost of asking you again,
Your membership will expire in 2 months, here are all the things

do with your continued support, and Your membership will expire this
month, please act now to avoid a lapse in your membership. Once a
member has lapsed, we'll rely on the county party to make contact.

In most cases, we'll provide the LPSF (and other officially Active
non-MARA county parties) with the letter and the mailing list so they
can decide whether or not to have a mailing party and do the
mailing. In the case of outside lists like MPP, ACLU, and NRA, that
is not possible because we can't get the list. All we can do is have
a bonded mailing house send our letter to their list. I have some
ideas on how to offer non-MARA counties the opportunity to
participate on a letter by letter basis, but I'm not sure whether or
not they are practical. Anyway, it will have to wait until after the
convention. We need to execute on the basics first.

Once we get a routine going, we'll try to give you advance notice of
when to expect a letter. The next one will be sometime in October
(hopefully early October) and will be an acquisition letter to high-
propensity regLibs. There are probably between 1000 and 1200 high-
propensity regLibs in SF. Your response rate will depend on whether
you use stamps or a postage meter (more people will open a stamped
envelope than a metered envelope) and whether the envelopes are hand-
addressed or computer-addressed (far more will open a hand-addressed
envelope). You should get between 5 and 50 new members if you send
this mailing depending on the above factors, how well we write the
letter, whether or not you use a BRE, some unknown factors, and
random chance.

I am particularly interested in the fact that non-MARA counties will
have to absorb the costs of mailing acquisition and retention
letters, which will exceed the payments to LPCA required of MARA
counties. Yes, we can limit ourselves to mailing newsletters only
(no letters), but I doubt that will be as effective as sending
letters.

Some non-MARA counties are sending letters, some are sending
postcards, and some are doing nothing. It's really up to each county
party how much effort they wish to put into membership acquisition
and renewal. I'm sure some counties will do renewal but not
acquisition. Over the next year, we'll collect a lot of data on how
well different approaches work, so it will be possible to do good
cost/benefit analyses. For now, each county just has to guess. It's
my guess that a few non-MARA counties will do measurably better than
the MARA counties but that most will not do as well. We'll have to
wait and see.
