Hi Derek,
If you are asking if there will be people on the boat not affiliated
with the LP: Yes. Just like in a hotel, the LP just rents a few
rooms for the LP, while other rooms are for other people.
As a matter of fact, the cruise has been promoted as means for
spouses and other significant others to have a good time while the LP
members attend business meetings.

It seems to me that with fewer than 100 passengers involved in the LP
convention, the rest of the ship will be occupied by several hundred
other tourists, so I assume there will be a very tiny minority of
Libertarian passengers on the boat.
