  As noted in my previous message, I suspect that licensing rights alone would be sufficient to cover necessary expenses. Of course the sale of existing surplus government assets in the short term would generate a huge amount of money, but arguably this should go back to the taxpayers. However I think it would be fair to ask people, "Would you like some or all of your refund check to be retained by the government to fund ongoing operations?" Some not insignificant number of people would surely say yes. Over the long term, government would be funded by voluntary contributions. The government's charter would specify that if it ran out of money to cover basic operations, it would have to shut down. So in the future if people saw that government no longer seemed necessary and got tired of paying for it, they could easily get rid of it by declining to send any more money.
