It is no hoax as it allowed the creation of HMO's with which there would have not been HMO's.

Apparently, it's the "HMO Act of 1973" (not 1970).

According to the history of HMOs you sent, HMOs were already in existence at
the time, appearing in Washington State in 1910.
It looks as if HMOs were originally a free market creation, although I've
heard libertarians (including Harry Browne) blame it on the Govt.
