Looks like for the Senate committee members, the price *wasn't* right -- they would have faced too much public disapproval for voting for this legislation.
"I think we can get to a solution," Levine said (in the Bee article). "But the first thing opponents must do is to acknowledge that there's a problem and work with me to solve it."
Evidently, the opponents thought your legislation was the problem, and they worked together to solve this problem by denying you the votes to pass it.
