Au contraire - Actually the sewage plant is paid from fees assessed for the water usage and its waste disposal. It is a user fee service paid for by users. It is not a taxpayer financed sewage plant. It's funding source was revenue bonds which are bonds which must have a definitive source of revenue to be issued so people will know they will get paid back.
They would not be as an aexample the $900 million SFGH bond which is taxpayer financed.
User fees - hmmmm - how Libertarian.
