Here's an interesting one. The federal government is announcing, well in advance, a period when the national emergency notification system will not be working. Since the test will be using the same code that would be used in an actual emergency, any reports of actual emergencies will be ignored as part of the test. This is similar to what happened on 9/11, with Vigilant Guardian and similar operations: The military on that morning was busy conducting drills, including some that simulated airplane attacks on buildings. So many people didn't know what was test and what was reality. We should not be spooked, of course, by the fact that the European way of writing 11/9 is 9/11.
