This implies the Govt can cut into our liberty, justice, and freedom and give us security. The opposite is the case.

I think the cartoon perfectly captures the reality that by grossly violating freedom, equality, and justice, governments *can* provide "security" -- of a very crude sort! After all, police states *are* generally known for being bastions of law and order, even if people are hardly "safe" in a broader and more perfect sense.
