Weird? Yeah. But I see a more sinister possibility inside the weirdness. I'm guessing someone in government had the bright idea that if they cloak their preparations for martial law and military action against civilians in the United States under the guise of some kind of mock-humorous exercise defending against a "zombie apocalypse", it will get filed in "news of the weird" and people won't take it seriously.

  Meanwhile, those who do have suspicions about the real intent or purpose of the exercise and start talking about dangerous military operations going after zombies will either sound like nut-cases to ordinary Americans who haven't heard about the story, or just people who can't appreciate military commanders having a sense of humor.

  Sounds like a brilliant government propaganda (aka "public relations") maneuver. And it fits right in with their worldview of ordinary people, who typically are looked at by the ruling elite with condescension as mindless zombies anyway, clinging to their guns, etc., fit only to be manipulated and controlled.

Your theory sounds better than mine, which is that it might have something to do with recruitment.
