Elections Observer Panel - Last Notice

Here's more info... The Optech III P Eagle Voting System
procedures document mentioned in the invitation letter:

It does seem to potentially involve observing procedures before,
during, and after the election.

Has anyone in the LPSF done this before?

  I don't recall any LPSFers having observed these type election
procedures. I think some folks have served as poll workers -- I did
once, but that was years ago when I was living in the East Bay. I also
volunteered as a hand-count observer for the McClintock campaign when
the libertarian-leaning Republican was in a dead heat for State
Controller a couple years ago (he lost, much to my dismay). That was an
eye-opener. As a volunteer, my presence was absolutely worthless as far
as being in any position to provide any meaningful oversight or prevent
any fraud from taking place. Local Republican activist and procedures
wonk Chris Bowman later assured me that the system was sound and there
were sufficient overall safeguards to uphold the integrity of local
elections, and he may be correct, but from the POV of one individual
looking at one part of the process, that was not at all apparent.

  Election oversight is normally a boring job that yields no bombshells,
but we really ought to pay attention nevertheless, because vote fraud
has the potential to render so much else we do moot if it gets by us.
As a general rule, if we don't have election monitor volunteers, this
is something I think we ought to consider paying interns to do -- along
with another critical task that we have largely ignored, which is going
to the weekly Board of Supervisor meetings.
