Deceptive luring of people into signing up for GOP email list?

I clicked on an appeal in an email (see below) that someone forwarded to a list I'm on to sign a petition opposing Obama's Supreme Court nominee, which led me to this link apparently belonging to a client of your email marketing (GOPUSA and/or VisionToAmerica.org):

  At the link however, I don't see any petition, but simply a place to enter your name and email address under the words "Sign Petition to Stop Elena Kagan's Nomination & Protect Free Speech!" However the button it looks like you have to click in order to sign the (nonexistent?) petition reads "Sign up!", which suggests that by clicking it I might be putting myself on an email list.

  If that is true, I consider it deceptive and manipulative on the part of your client, and a violation of the spirit if not the letter of your "PermissionPledge" program (http://www.aweber.com/permission.htm).

  Please respond so that I will know you've received this message, and let me know your thoughts on this issue.
