Not so fast there. First of all, a bit more context on this citation would be nice. Secondly, Robert's Rules of Order surely cannot be saying organizations *must* have a registration fee, only laying out the suggested procedures to follow when there is one.
And if an organization's bylaws do not mention any such fee, and to the contrary state that a person who meets a number of conditions -- the payment of a registration fee not being among them -- SHALL be a delegate, I do not see how that could possibly be superseded by whatever it says in Robert's.
