I suspect he made some of those indecipherable statements when he did not
hear correctly what his prompter told him in his secret earphone.

If you listen to the famous "bring em on" quote in Fahrenheit 9-11 you will
understand what I mean. Bush first says that attacks are designed to make
the US leave Iraq prematurely. Then, in response to silence, he says, "I am
not finished". He then start to repeat what he just said, but adding one
word, "there" meaning in Iraq. He stops. Looks confused. And finishes with,
"Well I say, 'Bring em on!'"
