BART requires Free Speech Permits

My friend is organizing an amusing group event on BART this Sunday.
However, a BART employee posted a comment on Laughing Squid:

There’s one problem though and that is you could face an embarrasing
run-in with the BART Police. The reason is that you don’t have a Free
Speech Permit, which my department issues.

Wow. A Free Speech Permit. That's right up there with the UK Government's "Mandatory Voluntary Option for Immigration" on the list of Orwellian Newspeak in contemporary use.

  If they're eschewing permits and making it a free speech protest rather than just an apolitical caroling session, I'm tempted to join them. Any word on that?

As of yesterday, the event is still planned to go ahead. However,
according to the organizer, they will leave BART when told to do so;
there are no plans to make this a protest.
