Ballot endorsement meeting

By the way, my preference is actually for October, for all the
reasons Starchild has stated. It is not unreasonable to intepret
October 8 as a full month before November 8, it would give clearly
more than a month notice, and it would coincide with the regular
newsletter publication, as well as giving us time to invite
candidates, etc. We can put the newsletter in the mail on Monday,
October 10.

According to my interpretation of the Bylaws, we are required to
have the ballot endorsement meeting in September, and no advance
notice is required, though of course advance notice is
desirable. Endorsements may additionally be considered in
October if notice is given one month in advance. The bylaws do
require that candidates, proponents, and opponenents be invited
to the endorsement meeting itself, unless that is simply not
possible. I don't believe that the bylaws allow any extra,
non-regular meeting to be scheduled as an endorsement meeting.
Doing it in either September or October, I can have the
newsletter ready ahead of time to just have the yes/no
endorsements dropped in (and October would actually be easier
for this purpose).
