Farmers (and by "farmers" I mainly mean "well-heeled agricultural companies") in this state have been getting subsidized water for decades, paying much less than residential users. Basically the government is paying them to grow water-intensive crops like rice and almonds in the arid Central Valley. This makes no sense because water is a limited resource and conservation should be encouraged; it is not a situation where it makes sense for anyone to get a discount because they are a bulk buyer/user. If anything, they should pay more per unit of water after using some "fair share" minimum.
