Anarchy: Hummel's Reply To Tullock

Back in 1972, Gordon Tullock edited a collection entitled EXPLORATIONS
IN THE THEORY OF ANARCHY.
It was essentially a public-choice justification of
government. Ed Stringham, my colleague at San Jose State,
is publishing a new collection that responds to the 1972 book
and defends anarcho-capitalism. Tullock graciously agreed to
provide a new article for Ed's collection, and I have written a
reply. You will find my effort both attached and inserted below.
