Interesting, and not *entirely* unreasonable (there should be a procedure for groups to reserve popular spaces on a first-come, first-serve basis), but certainly doesn't provide any legitimate rationale for why Park Police, let alone SWAT goons and an armored personnel carrier, should be ordering a few protesters with signs out of a public street area.
